見知らぬ外国便（エアメール）には“ご用心”

　スイスから「960ドル（約10万円）を支払え」という、見慣れた手紙がまた送られてきました。外国のお客さまを受け入れると、すぐに送られてきましたから、かれこれ20年近くも続いていることになります。ガイドブックの掲載料を支払えということらしいのですが、ほかにも掲載申込書がよく送られてきます。
　外国事情に詳しい国際観光振興会の人に聞きましたら、「何も、申し込んでいないなら、ほっておいていいですよ」と言われました。ところが、知り合いの旅館が、以前に一度申込みをしてしまいました。すると、早速に請求書とその旅館が簡単に紹介されたペ-ジのコピ-が同封されて送られてきたそうです。
　しかし、これでは広告の効果も判らないし、ガイドブックそのものが存在するかも疑わしいので、請求額を送金して、「これで掲載をやめる」という手紙を書いて送ったそうです。
ところが、「契約は”5年間”になっているから途中ではやめられない」とか、「もう、次年度版も印刷してしまった」とか、「支払わなければ裁判を起こすが、サインがあるからこちらの勝ちは明白である。弁護士を派遣するが、訪日費用はそちらの負担になる」という手紙まで来たそうです。
　よく「記載内容が、間違っていたら訂正して送り返して欲しい」と言ってくることもあります。これに応えてサインをして送ると“契約の申し込み”として悪用されることもあると聞きます。このような手紙は、ドイツ、フランス、デンマ-クなど、いろいろな国から送られてきますが、それには共通点があります。どれも、文章は英語です。返信用の封筒の宛名はP.O.BOX（郵便局止め）で、責任者の名前やサインがありません。記載をする内容は簡単で、注意書きは小さな文字でぎっしり、サインの場所は大きく表示されています。

　私どもでは、「ロンリ-プラネット」「フロマ-ズ」「ラフ」等、有名なガイドブックに掲載してもらいましたが、ライタ-が必ず取材して、その上、掲載料を請求されたことはありません。
今では、封を切って、この類いの手紙だなと判断すると、そのまま「くず箱」に投げ捨てています。

Beware of those “familiar” letters

I received a familiar letter from Switzerland and it said to pay US$ 960.00.  We started receiving this type of letter since we started to accept foreign tourists about 20 years ago.  It seems to be the printing charge for an article in a guidebook.  We also receive many application forms for printed advertisements.

I asked a person at the Japan National Tourist Organization about it and he says, “You should just ignore it, unless you applied for something.”  One of the ryokan owners once paid for it and he received an invoice and photocopy of an article in a guidebook.  It was difficult to see the effect of the article and it is also doubtful that the guidebook had actually been published. He arranged the payment and also a letter to request that they stop publishing the article. However, he received a reply saying, “It is not possible to stop the article as the contract is for 5 years. The next edition is already printed and we shall sue you unless you arrange the payment and all lawyer’s costs shall be at your expense.”

I sometime receive a letter saying, “Edit the article and return it if there are any mistakes.”  I have heard that it will be used as a contract if it is signed and returned.  I receive these types of letters from Germany, France, Denmark, etc. and it is common that they are written in English and the return addresses are PO boxes without any names or signatures of persons in charge.

I have had some articles published in famous guidebooks such as Lonely Planet, Flamers and Rough, but it is always the writer that covers the story and I was never charged for it.I now quickly throw away the “familiar” letters.
